The celebration ended overnight.

One moment, a small Kansas town was cheering its newly re-elected mayor;

the next, whispers of ineligibility and legal review spread like wildfire.

A formal challenge. Questions about citizenship.

A case launched by the Kansas Attorney General’s Office.

In the days since the filing became public, the town has learned to live in a strange in-between.

Mayor Jose Ceballos remains in office, signing documents, attending meetings, and standing at the center of a storm he did not publicly anticipate.

City staff insist that services will not falter, yet every routine decision now carries an unspoken question:
